CITY OF HAWKINSVILLE, GEORGIA
Sealed proposals will be received by the City of Hawkinsville, Georgia at the City Hall, 56 Broad Street, Hawkinsville, Georgia 31036 until 10:00 a.m. local time, Thursday, September 14, 2023, at which time and place they will be publicly opened and read. No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days.
All Bidders must have a State of Georgia Utility Contractor License and must employ a state “Utility Manager” certificate holder who will have oversight of all the work. The work to be done consists of furnishing all materials, equipment, and labor for:
Flood and Drainage:
Consists of grading, installation of 217 feet of 24-inch HDPE pipe, 206 feet of 30-inch HDPE pipe, construction of a concrete headwall, construction of 6 drainage structures, and road pavement and driveway repairs.
Sewer:
Consist of cleaning 2,800 linear feet of sanitary sewer mains, televising existing sewer pipes, pipe bursting rehabilitation of existing sewer pipes, raising 12 manholes to grade, rebuilding inverts of 12 manholes, and repairing 120 vertical feet of existing manholes.
Time allotted for construction is 150 consecutive calendar days for substantial completion and 180 days for final completion.
Proposals for the complete work in one general contract shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.
This is a Section 3 Covered Project under the HUD Act of 1968 and Section 3 Residents and Business Concerns are encouraged to apply.
The City of Hawkinsville Georgia is committed to providing all persons with equal access to its services, programs, activities education, and employment regardless of race, color, national origin, religion, sex familial status, disability, or age.
All proposals shall be accompanied by a Bid Bond drawn in favor of the City of Hawkinsville, Georgia, in the amount of at least 10% of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for City of Hawkinsville, Georgia. Each bond shall be equal to 100% of the contract amount. The Bid Bond shall be forfeited to the City of Hawkinsville, Georgia as liquidated damages if the Bidder fails to execute the contract and provide performance and Payment Bonds within 10 days after being notified that he has been awarded the contract.

Solicitation Summary
The City Commission of the City of Hawkinsville wishes to procure the services of qualified contractors for the renovation and development of Veterans Memorial Park. The project includes development of a splashpad, pickleball courts, skatepark, dog park, restroom building, and multi-use path. Additionally, the project includes the installation of benches and a playground set. The goal of the project is to further preserve and enhance this open space for residents and visitors to the Veterans Memorial Park. All bidders must comply with all regulations related to the Department of Natural Resources Land and Water Conservation Fund.
The City of Hawkinsville reserves the right to reject any and all bids received.

Hydrant Flushing Notification
Inframark, LLC water personnel will begin flushing water hydrants in Zone 1 for the City of Hawkinsville beginning on Monday, January 30, 2023 until the full system has been flushed, weather permitting. Please reference the accompanied map for Zone locations. Flushing will take place Monday through Thursday between the hours of 8:00 a.m. and 3:30 p.m.
The Water Department will do everything possible to minimize any disturbance during flushing periods. Please watch for signs that will be posted, notifying customers of flushing areas. It is recommended that customers set aside clean water for drinking and cooking purposes should you experience any discoloration. Be advised, temporary discoloration of the water and a chlorine taste is to be expected during the flushing period. Please check water for clarify before doing any laundry.
If discoloration is detected, we recommend running the cold water closest to the meter (outside faucet or bath tub) for at least 10 minutes or until the water clears. If sediment is in the water, do not run any water for approximately 30 minutes, giving the water time to settle. If an emergency arises, and water is needed, it is not harmful to consume.
We apologize for any inconvenience and we appreciate the cooperation of our Hawkinsville customers in our effort to maintain the highest quality of potable water possible.
