The City of Hawkinsville is in the process of applying for grant funding to assist with natural gas distribution improvements.The City is seeking an engineering firm with broad experience to provide design and construction supervision for this project that will utilize funds primarily from the DOT grant program if awarded. These grants are funded by the federal government; therefore, all activities must be performed in strict adherence to applicable federal and state regulations. We want to visit the site before submitting our proposal. Will you be available to guide such a site visit? or is there someone in Hawkinsville that that can lead us? I have copied Sara Myers, Hawkinsville’s City Manager, on this email. She should be able to coordinate a site visit.

SUBJECT: Engineering Qualifications for Sewer System and Stormwater Drainage Improvements

Enclosed is a Request for Qualifications from qualified engineering firms interested in working with the City of Hawkinsville in its effort to undertake design and construction management of a sewer system and stormwater drainage improvement project.
To be considered, proposals must be received by 5:00 pm, January 8, 2021 at the Middle Georgia Regional Commission, Attn: Holly Wharton, 175 Emery Highway, Suite C, Macon, Georgia 31217. An electronic copy of the proposal must be included. This may be submitted on a flash drive, CD, or via email to hwharton@mg-rc.org. Zip files will be rejected via email. All proposals must be sealed and should be clearly labeled. Proposals received after the specified date and time will not be considered.
This selected engineering firm will be expected to work with the City of Hawkinsville to complete preliminary engineering work associated with Community Development Block Grant (CDBG) funded sewer and drainage system improvements. Funding for project work will be contingent on the award of grant funding.

City of Hawkinsville Bid Request COH-2020-2 Sanitary Sewer Rehabilitation Project
Sealed Proposals for construction of the SANITARY SEWER REHABILITATION PROJECT for the CITY OF HAWKINSVILLE will be received at the City Hall, Meeting Room, 96 Broad Street, Hawkinsville, GA 31036, Attention: Sara Myers, City Manager, until 2:00 PM. legal prevailing time on Thursday December 17, 2020 at which time and place they will be publicly opened and read aloud. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) calendar days.
The work to be done consists of furnishing all materials, equipment and performing all labor necessary to replace an existing sanitary sewer system as detailed on the construction drawings and specified herein and all incidental work required for a complete and functional installation. This work will include rehabilitation of sanitary sewer mains by pipe bursting methods, manholes, rehabilitating manholes, sewer services and all other associated work.
Plans, Specifications, and Contract Documents are available for review at the City Manager’s office at City Hall in Hawkinsville, GA during regular business hours. Electronic bid documents are available from Ocmulgee Consulting Engineers LLC. Payment of the Contract Amount will be made on a periodic basis on applications for payment from the Contractor and approved by the Project Manager based on work accomplished, products furnished and products stored on the site. Progress payment requests shall be submitted by the Contractor no later than the tenth (10th) day of each month during the term of the Contract, and payment shall be made by the City of Hawkinsville within thirty (30) days after receipt of approved progress payment requests, less retainage and other deductions provided in the Contract Documents. Further details concerning the payment provisions of the Contract are contained in Article 14 of the General Conditions of the Contract Documents.
Bonds and Licensing: All bids must be accompanied by a Bid Bond in an amount not less than ten percent (10%) of the amount bid. The Successful Bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract Amount. The Bidder shall hold a current Utility Contractor License issued by the Georgia State Construction Industry Licensing Board.
Owner’s Right: The City of Hawkinsville reserves the right to reject any or all bids, to waive any technicalities and informalities and re-advertise. The City of Hawkinsville further reserves the right to award this contract in whole or in part.
Funding: This project is funded under the Georgia Department of Community Affairs’ Community Development Block Grant (CDBG). Attention of Bidders is particularly called to Davis-Bacon Labor requirements as to the conditions of employment and minimum wage rates to be paid under the Contract.
Section 3 requirement: Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968.
