For Engineering Services
The City of Hawkinsville is requesting statements of qualifications from engineering firms interested in assisting the city in its effort to undertake design and construction management of neighborhood water improvements to be funded through state and local funds including the Community Development Block Grant (CDBG) program. Interested parties are invited to secure an RFQ package from Aidan Leahy, Middle Georgia Regional Commission, 3661 Eisenhower Parkway, Suite MB102, Macon, Georgia 31206, who can be reached at (478) 722-6961 or by e-mail at aleahy@mg-rc.org.
To be considered, all interested parties must submit their response to Aidan Leahy at the address listed above, no later than 5:00 pm, September 27, 2024. Proposals received after this date and time or at any other location will not be considered. Questions about this request for qualifications may also be directed to the above contact, and should be submitted no later than Thursday, September 12, 2024.
Section 3
This is a Section 3 contract opportunity. This project is covered under the requirements of Section 3 of the HUD Act of 1968. Section 3 Residents and Business Concerns are encouraged to apply. This project must ensure that employment and other economic opportunities generated by CDBG funds shall, to the greatest extent feasible, and consistent with federal, state and local laws and regulations, be directed toward low and very low-income persons, particularly those who are recipients of government funding for housing, and to business concerns which provide economic opportunities to low and very low-income persons in coordination with the Section 3 provisions of the Housing and Urban Redevelopment Act of 1968 – 24 CFR Part 135.
Fair Housing
This project must affirmatively further fair housing, take steps to analyze impediments to fair housing choice in the City of Hawkinsville, and take steps to overcome any identified impediments in efforts to promote fair housing for city residents.
Section 504
This project must ensure that no qualified individual with a disability shall, by reason of such disability, be excluded from the participation in or be denied the benefits of services, programs, or activities of a public entity, or be subjected to discrimination of any such entity as prescribed by law in the Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973, 29 U.S.C. 794, as amended.

Sealed Bids will be received at City Hall located at 56 Broad St. Hawkinsville GA 31036 until 1:00 PM Monday, July 22, 2024 for the following project:
For the furnishing of material, labor, tools, skill, equipment and incidentals for the replacement of: Approximately 25,660 feet of 2” PE gas main and associated services in various streets in Hawkinsville, GA.

Pulaski County Request for Quote (RFQ) for Crushed Aggregate for Dirt Road Maintenance
REQUEST FOR QUOTE
2024 LMIG – Crushed Aggregate for Dirt Road Maintenance
Pulaski County is accepting quotes from companies capable of providing and delivering crushed aggregate to be placed on unpaved roads inside the county. The crushed aggregate can be granite, concrete, brick, asphalt or a combination of these materials. Pulaski County requests that the price quote be broken into three different line items:
- Aggregate Only – Price per Ton picked up at the Contractor’s location.
- Aggregate Delivered – Price per Ton delivered to Pulaski County Road Department on County Barn Road just south of Hawkinsville off of US 129/SR 11 Abbeville Hwy.
- a. Aggregate Delivered to Specified Location and Tailgated to a thickness of 2 inches b. Mileage Rate (Loaded) beginning at the Pulaski County Line, delivered to the site, and tailgated on the desired roadway.
Pulaski County expects to engage at least two contractors for this work and will assign work to the various contractors based on material price, quality, availability, and location of road in relation to the provider. The County will issue a Purchase Order for an amount of aggregate based on a group of roads. Payment will be made based on weight tickets. This work is expected to be completed by June 30, 2024 but each task order must be completed within 30 days of issuance. It is the County’s hope to place over 15,000 tons of aggregate over the dirt roads. Bidders should provide an estimate of aggregate available to be purchased.
Bidders should provide their bid on the Bid Quote Form that is available on the Pulaski County website (hawkinsville-pulaski.org) and on the Georgia Procurement Website (doas.ga.gov). Quotes will be received until 2:00 pm on Monday, November 27, 2023 and shall be delivered to the Pulaski County Commissioners office at 45 S. CITY OF HAWKINSVILLE, GEORGIA
Sealed proposals will be received by the City of Hawkinsville, Georgia at the City Hall, 56 Broad Street, Hawkinsville, Georgia 31036 until 10:00 a.m. local time, Thursday, September 14, 2023, at which time and place they will be publicly opened and read. No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days.
All Bidders must have a State of Georgia Utility Contractor License and must employ a state “Utility Manager” certificate holder who will have oversight of all the work. The work to be done consists of furnishing all materials, equipment, and labor for:
Flood and Drainage:
Consists of grading, installation of 217 feet of 24-inch HDPE pipe, 206 feet of 30-inch HDPE pipe, construction of a concrete headwall, construction of 6 drainage structures, and road pavement and driveway repairs.
Sewer:
Consist of cleaning 2,800 linear feet of sanitary sewer mains, televising existing sewer pipes, pipe bursting rehabilitation of existing sewer pipes, raising 12 manholes to grade, rebuilding inverts of 12 manholes, and repairing 120 vertical feet of existing manholes.
Time allotted for construction is 150 consecutive calendar days for substantial completion and 180 days for final completion.
Proposals for the complete work in one general contract shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.
This is a Section 3 Covered Project under the HUD Act of 1968 and Section 3 Residents and Business Concerns are encouraged to apply.
The City of Hawkinsville Georgia is committed to providing all persons with equal access to its services, programs, activities education, and employment regardless of race, color, national origin, religion, sex familial status, disability, or age.
All proposals shall be accompanied by a Bid Bond drawn in favor of the City of Hawkinsville, Georgia, in the amount of at least 10% of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for City of Hawkinsville, Georgia. Solicitation Summary
The City Commission of the City of Hawkinsville wishes to procure the services of qualified contractors for the renovation and development of Veterans Memorial Park. The project includes development of a splashpad, pickleball courts, skatepark, dog park, restroom building, and multi-use path. Additionally, the project includes the installation of benches and a playground set. The goal of the project is to further preserve and enhance this open space for residents and visitors to the Veterans Memorial Park. All bidders must comply with all regulations related to the Department of Natural Resources Land and Water Conservation Fund.
The City of Hawkinsville reserves the right to reject any and all bids received.

Engineering Firm Request for Qualifications
The City of Hawkinsville is in the process of applying for grant funding to assist with natural gas distribution improvements.The City is seeking an engineering firm with broad experience to provide design and construction supervision for this project that will utilize funds primarily from the DOT grant program if awarded. These grants are funded by the federal government; therefore, all activities must be performed in strict adherence to applicable federal and state regulations.
