City of Hawkinsville Engineering Services RFQ
The City of Hawkinsville is requesting statements of qualifications from engineering firms interested in assisting the city in its effort to undertake design and construction management of neighborhood water and/or sewer improvements to be funded through state and local funds including the Community Development Block Grant (CDBG) program. Interested parties are invited to secure an RFQ package from Aidan Leahy, Middle Georgia Regional Commission, 3661 Eisenhower Parkway, Suite MB102, Macon, Georgia 31206, who can be reached at (478) 722-6961 or by e-mail at aleahy@mg-rc.org.
To be considered, all interested parties must submit their response to Aidan Leahy at the address listed above, no later than 5:00 pm, October 24, 2025. Proposals received after this date and time or at any other location will not be considered. Questions about this request for qualifications may also be directed to the above contact, and should be submitted no later than Friday, October 10, 2025.
Section 3
This is a Section 3 contract opportunity. This project is covered under the requirements of Section 3 of the HUD Act of 1968. Section 3 Residents and Business Concerns are encouraged to apply. This project must ensure that employment and other economic opportunities generated by CDBG funds shall, to the greatest extent feasible, and consistent with federal, state and local laws and regulations, be directed toward low and very low-income persons, particularly those who are recipients of government funding for housing, and to business concerns which provide economic opportunities to low and very low-income persons in coordination with the Section 3 provisions of the Housing and Urban Redevelopment Act of 1968 – 24 CFR Part 135.
BABAA Compliance
This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
Fair Housing
This project must affirmatively further fair housing, take steps to analyze impediments to fair housing choice in the City of Hawkinsville, and take steps to overcome any identified impediments in efforts to promote fair housing for city residents.
Section 504
This project must ensure that no qualified individual with a disability shall, by reason of such disability, be excluded from the participation in or be denied the benefits of services, programs, or activities of a public entity, or be subjected to discrimination of any such entity as prescribed by law in the Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973, 29 U.S.C. 794, as amended.

City of Hawkinsville Request for Proposals for a Gas System Expansion
Sealed bids will be received by The City of Hawkinsville at 56 Broad St., Hawkinsville GA 31036 until: 1:00 pm, on Wednesday, October 22, 2025 for the furnishing of material, labor, tools, skill, equipment and incidentals for the construction and installation of:
Approximately 3100 ft of 2” PE gas main and 58 residential gas service stub outs.
Bids received after the designated time will not be considered.
Bids should be submitted in a sealed envelope addressed to the above address for The City of Hawkinsville. To be considered, the bid shall include a copy of the Utility Contractors License, appropriate insurance certificate and a summary list of contractor employees showing tasks and expiration dates for Operator Qualification under the current GMA OQ Plan.
Electronic versions of the bid documents, construction and material specifications and drawings can be sent to you by email. There will be a mandatory pre-bid meeting held on Thursday, October 9, 2025 at 1:00 pm at 56 Broad St, Hawkinsville, Georgia 31036. All bid forms must be accompanied by a Bid Bond in an amount not less than five percent (5%) of the amount bid. The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. Contract will not be executed until executed Performance Bond and Payment Bond are submitted to The City of Hawkinsville. The City of Hawkinsville reserves the right to reject any or all bids and to waive formalities and re-advertise.

Special Election – November 4, 2025
LOGIC AND ACCURACY TESTING
Pursuant to O.C.G.A 21-2-379.25; notice is hereby given that the logic and accuracy testing on the voting equipment to be used in the November 4, 2025 Special Election and for Advance in Person Voting will begin at 9:00 a.m. on September 29, 2025 until completed. The testing will be at the Pulaski County Courthouse Annex, 45 South Lumpkin Street, Hawkinsville, GA. The test procedure is open to the public.

Special Election – November 4, 2025
Advanced voting for the Public Service Commission Special Election will be held Tuesday October 14, 2025- Friday October 31, 2025 at the Pulaski County Courthouse Annex. Voting hours will be 9:00 AM to 5:00 PM.
Saturday voting will be October 18 and October 25
9:00 am- 5:00 pm
Applications for Absentee by Mail must be submitted to the Registrar’s Office by 5:00 PM on October 24, 2025.
Election Day will be November 4, 2025 at the Pulaski County Courthouse Annex. Voting hours will be 7:00 AM to 7:00 PM
